If I converted the top end of a 5.0 to a Cleveland and carburated it, how hard would it be to pass emissions. How much of the emissions equiptment is actually tied to the FI system? Is it even realistically possible to pass with a carb? Any help would be greatly apreciated.

good luck, you will fail the visual right off the bat, and EFI uses less fuel and burns more efficently. The heads and the intake are not legal, and the exhaust won't be either, PLUS you will have to have it custom made. I can make as much power with EFI than you can with that set up and stay smog legal, for about the same money
