Personally, I think the Cobra brakes are worth it. I see too many guys in my line of work that spend a ton of money making their cars fast first and then worry about how to make them stop. In my opinion, you should get the upgrade first. The Cobra brakes will stop you QUICK. Whether you piece the kit together or buy the already complete kit, DO IT. And then you won't have to worry about the safety issue.

no I didn't know it was incomplete,I thought you' open the box, bolt it on and go----then stop(LOL)
What's not there??
Using the list from the M2300K kit as someone listed above is a great idea. Just off the top of my Head you will need 94/95 Front Spindles, Balljoint Spacers, 94-98 Axles, all 3 Handbrake Cables, a 3-2 Kit, a 93 Cobra M/C and Brake Booster, an Adj Prop Valve, and Rear Hard Lines. There are probably a few items I missed, but you get the idea.
I tried to order the M2300K kit a month or so ago. Ford said it is on indefinite back order until they can workout where to get parts. Some of the parts in it are no longer available new. They may need to use reman or new off brand parts, such as MC and booster. Plus I don't thnik 94-95 spindles are still avaiable new.
I just pieced my own kit together with mostly new parts for $1350. That'a alot less than the kit. Plus it was fun finding all the parts!

The only part in the Kit that is Remanufactured is the Brake Booster.
If you want to stay four lug, there by saving money on wheels. There is a fairly inexpensive way to upgrade the brakes. Get a set of 73MM front calipers, they bolt right on. There cheap and make a huge difference. Get a good set of slotted and drilled rotors, performance pads (ebc, hawk), Then get a rear disc set up, you can do a 93 cobra set-up or go through SBCC. They have a complete rear disc set up for about 700 bucks. You can find cheaper ways to do the rear disc setup but its not as straightforward.
it is still a band-aid compaired to the FRPP M-2300-K kit...I even put 10 inch fairmont drums on my 86 to get better braking and the PBR's blow the Lincoln calipers out of the water
the whole issue with upgrading brakes (at least for me) is cost. i am definately switching to 5 lug and rear disc, but the cobra kit will break my bank. period.
i am piecing together an sn95 brake kit, and plan to upgrade the front calipers to PBR's when i get the cash or come across a cheap pair.
remember that the REAR calipers are all the same, whether from a cobra, gt, or even a v6. its the size of the rear rotors, the mounting hardware, and the antimoan braces that are different. dont let someone charge you a buttload for "cobra" rear calipers, or "bullitt" rear calipers. grab a used set off of a v6 and clean them up.
and remember, even though you are going 5 lug and wheel options expand, your wheel SIZE options shrink when you go with the huge cobra brakes. you need at LEAST 17" wheels to be able to fit them on. nice thing about gt rears is you can still fit draglites or whatnot on their for the track.
just my thoughts.

I'm putting mine conversion together from pieces also. I'll be in it for about $2000 when I have everything. That is including upgrading my 7.5 to an 8.8, rebuilding it, spindles & hubs, and all the brake components. My 8.8 came with the calipers still on it (bonus). I bought the rear cobra bracket kit from Summit and front calipers from Jeg's. The front rotors and master cylinder I bought from the auto parts store. The rotors were $53 and are made by Wagner. All I have left to get are brake hoses, parking brake cables, and adj. proportioning valve and the plug for the stock valve. I plan on making the hoses myself from Aeroquip components. My factory brake are a little different from the 87-93 in that it already uses a 2-port master cylinder and all the fittings are SAE and not metric. Of course, I will still need wheels and tires after all this so there is probably another $1000. Thats going to kill me to shell that out all at once. I guess thats what the credit card is for.
