Default Throttle Problem

When I step on the gas and get the rpms up to about 3500-4000 rpms, the throttle seems to get stuck at 3000 rpms. Like merging onto a highway by gettin on it!!! When I put the clutch in the throttle sticks.
I just had it recently looked at and was told I have a bad throttle plate, and should get a new throttle body? I am trying to avoid this right now.

Try cleaning the throttle body and lubricating the throttle lever on the side of the throttle body. If this doesn't work, you might not have a choice but to buy a new TB.

Im going to try that tommorow. also I took off the IAB solenoid and one of the bolts is somewhat stripped. Would that be a problem? Im thinking that there might be some air leakage or something since the connection is obviously not tight. Thanks for giving me some info, This is my 1st stang so im just now learning about them.
