I just dug out my Electrical Troubleshooting manual for an 89 and here is a summary of where the fuel pump gets its power:
1. Power starts at the starter relay on the driver's side fender under that plastic cover. There should be several wires, including the Positive battery wire, meeting at one side of the starter relay. The smaller wires coming off the starter relay have fusible links and supply power to various items.
2. Power goes through two fusible links which are also under that plastic cover. One fusible link goes to the EEC power relay via a Black wire with Orange stripe. The EEC relay sends power to the inertia switch via a Red wire. The inertia switch sends power to the Fuel Pump relay via a Red wire with Black stripe.
3. The fuel pump relay gets it's power from the other fusible link via a Orange wire with Light Blue stripe. The fuel pump relay then sends power to the fuel pump via a Pink wire with Black stripe. The fuel pump relay should also have a Tan with Light Green wire which goes to the computer.
Hopefully the wires on your car are the same color.
My earlier post talks about testing the power at the pump with the key in the On position. This won't always work because the EEC will only provide power to the fuel pump for about 1 second after initially turning the ignition switch on ON. You'll have to have someone turn the ignition switch to ON while someone else is watching the voltmeter at the pump.
