Default Quick code question on 89 Ford Mustang Gt

Hello, got a quick code question an 89 GT with a 5spd.

I am getting the following for my KOEO:

67 - Park Neutral Position Switch Circuit Open; A/C On -Manual (O), Manual Lever Position Sensor Out Of Range/A/C On (M,O), Clutch Switch Circuit Failure (M)
81 - Secondary Air Diverter Circuit Failure (O)
82 - Secondary Air Bypass Circuit Failure (O)

81 and 82 I understand are emissions related, and I have no cats, so I'm not awfully worried. However, 67 is weird. Before anyone suggests it, my AC was off during the test (or at least it should have been, the selector switch was off). So that would imply Manual level Position Sensor out of range.

What does this sensor even do, where is it, and how would I fix it (assuming its really broken)? Any help would be able awesome, thanks.

Was the self test run with the transmission in neutral?

Yeah, it was in neutral I am about 99% sure.

When I shift, I am getting alot of lag between letting off the gas and the RPMs going down. For example, I get to like 2k rpm, let off the gas for a moment, clutch in, and shift. However, I have to let off the gas for about 2-4 seconds before clutching otherwise I get a very noticable RPM surge (few hundred RPM). Don't know if thats related.
