I needed to remove the gauge cluster to get to the speedo cable, and after reinstalling the headlamp and hazard light switches the gauge cluster lights will not turn off when I turn off the headlights and turn off the car.

Any thoughts?

When I remove the headlight and hazard light switches the gauge cluster lights turn off and stay off so I assume that the headlight and hazard light switches complete the circuit for the gauge cluster...

There's a connection that was made when you moved the dash pod around, a connection you don't want. Only thing to do is take the pod back off and check the wires you touched the first time, one may have been pinched and making that constant connection.
