i dont really believe ther is a way to fix it other then layering and taping but my best guess would be to try a junk yard or pick a part. I picked up one for 20 bux.
ive def been wrong before but circuitry is very picky and you might hurt it more by tryin to fix it.
if you get desperate and need one bad i have a whole cluster minus the speedo you can have, the green circuit board/plastic is in great shape.
