Angry 1994 Mustang GT won't run right

my 94 gt will not run rite. Supposedly it has a built 306 e303 cam gt40 heads it was only running 28 lbs of fuel pressure i put a adjustable regulator on it and bumped the fuel pressure up to 40 lbs that didnt really change anything the timing is 36* advanced for it to run some what decent and i unplugged my tps and it didnt change anything at all so i am thinking thats bad im waiting for the new one to be delivered now and other ideas or suggestions would be greatly appreciated thanks in advance.

36 degrees advanced holy crap that seems like way to much.

Diagnose and then replace. Don't spend money unless you know that part is bad or going bad.

Now... Why in the world do you have your timing advanced to 36*? I'm surprised it even starts up...

Bring the timing down to 12*-14*.
Then do the things on this link I'm gonna give you...

Mustang Basic Maintenance and Technical Articles
Do all the things in the "solve idle problems" section, and see if that helps.

Also, when was the last time you did a complete tune up?

36 degrees was the only way I could get it to idle and go threw the power band. I jus did a full tune up about a month ago plugs wires cap rotor and put a msd coil on it. I'm beginning 2 feel like a parts thrower and jus throwing stuff at it and if it doesn't make a difference I take it off and return it my parts place is good about it. But thank u for the suggestions and help I'm going 2 go home now and try it. Any other advice would be greatly appreciated thank you. This thing is really boggling my mind.

Are you removing the spout connector before checking the timing ?

Try those things in that link I gave you. Plus, set your timing where it's SUPPOSED to be.
If that doesn't fix the problem let us know and we can go from there.

More than possible. But keep in mind the 94-95 mustang are super sensitive to aftermarket camshafts and always screw with the idle when they have been changed. Its not hard to raise the idle to help this out but dont expect a extremely nice idle its not going to happen unless you want to go get a chip and tune done on it and im not sure how good it will turn out.

As for 36 degree timing not good. It sounds like the balancer might have spun or you didnt check the timing right. If all else fails and it is at 36 degrees. Put it at 12!

As for 40psi on your fuel pressure its not needed. Run it at 32psi.

Dont do more bad for your car than good but poking in the dark.

Stock Fuel pressure spec is 39-40 psi with the vacuum line off. Vacuum line on, it should be around 35-36psi.

Fuel pressure is fine.
