1990 mustang gt Fuel Tank

fuel tank is not holding pressure, it failed the evap test. i laid on my back and slid under the car to see if i see any gas leaking. i didnt see any but i sure did smell it(i had the car running). i noticed there is a plastic tank cover, covering the bottom of the tank, the cover has a couple of holes in it. is there anything special behind that plastic cover that would have the gas tank leaking gas?

Car still got the charcoal canister on the right front fender hooked up? PO may have cut the vent hose going up there and your smelling that.

Check the rubber seal where the gas filler neck goes into the tank, does it have any cracks/leaks there?
