Uggh! First things I would check would be the easiest, I would
remove the steering column shrouds, and try jiggling the wires
with a good fuse installed. Has the car been worked on in the
last year or so? This short could be occuring inside the dash, or
in the column, or it could be as far away as the gas tank. There
could be a pinched wire at the tank for the sender. These would
be easy to troubleshoot if you can get it too stop blowing the
fuses immediatly upon installation, because then you could narrow
it down by jiggling wires till you hear it pop. Haynes manuals
have an OK schematic in the back of them, but they don't tell you
exactly where any given point of the wire is in respect to the
rest of the car. My suspicion is that the fuel tank has been out,
or the dash and or column assembly have been out or at least
moved around. You might try a few hard rights, and maybe get
the fuse to stay good long enough to troubleshoot it properly.

Sound advice, also check under the dash, make sure that the
pedals aren't contacting any wires. Take a good close look at
the installation work for the alarm and stereo, it's easy to pinch
a wire when tightening a bracket... Try jiggling all wires you can
reach under the dash. If you don't want to use a million fuses,
you can disconnect the car battery, and use a beeping continuity
tester between the negative battery cable and the ACCESSORY
Side of the fuse socket (the one thats not 12V+ with the key on).
With the meter or a suitable test light in place, jiggle every wire
you can find under the dash, (probably not in the column) and when
the light goes out or on, or the meter stops buzzing or starts, you will
be on the right track.
