Default Fuel pressure is too high...

Alright..lets try this
I Recently installed a new fuel pump new, fuel filter, new fuel pressure regulator, it has 80 pounds of fuel pressure even after the engine starts, its a constant 80 pounds, The only way it will even idle is if you put the gas pedal to the floor board. It seems to be gas fouling the plugs not only is it fouling the plugs it wont run worth a crap. What could be causeing this problem, and whats a good way to fix it.

Sorry guys just noticed I put this in the wrong thread, could a mod please move it to the tech forums.
