Question instrument panel lights not working

i have a 87' 5.0 and when i turn in my running lights all the way the instrument panel cluster does not light up, also the heater controls doesnt lite up either, i went to test for power the main fues box and there no power to either wire and i have the right fues too. i herd there is like a relay for the instrument panel that could cause this?, does anyone know?

Dunno of a relay, but I've seen bad dimmer switches cause that, as well as improper stereo installations.
Do the other accessories on that fuse circuit work?

You may have a bad headlight switch or your hazard switch may be stuck in the middle position.

A continuity tester will work. There are like at least 7 fusible links on these cars. Look all over your engine bay.
Might just be the flasher, causing the hazards to not work. It's under the dash somewhere.
It's normal for the turn-signals not to work, when the hazard switch is on, or like Ghost said, not turned all the way off - that's gotten alot of people...

Check your connections on the back of your switches(if you have been in the dash recently, or you just got the car) I didn't hook mine up right the last time I changed speedo cables. When I tested the lights, the dimmer on the cluster didn't work (so I had to tear the dash apart again).
