this is how i see it in cali:

cats= legal
no cats= illegal
chance of being caught with no cats?= +/-5 %

that extra power you get after stomping on the throttle and destroying a civic?= priceless

any h pipe with cats will be legal in california. not any h pipe with cats will help you pass the smog check. i just passed smog and i put on a brand new set of factory cats and had zeros across the board. remember the factory had four cats, and most aftermarket pipes only have two which are all further downstream decreasing their efficiency.
