Chances are that the studs have enough corrosion on them that they are stuck tight to the passages thru the throttle body / spacer or the gasket is just holding strong. First try taking a rubber mallet to the TB side to side and see if it will break loose. Otherwise, back the studs out a few turns and that should break them loose. Easiest way is probably to try and thread two nuts onto the end of the stud. Then try to loosen the nut on the inside (closest to the TB) which should cause the stud to rotate out. If the corrosion is bad enough, you may have to thread all 4 studs out of the intake before you can tap them out of the throttle body (off the vehicle).
