Engine will not hold at 2500 RPM. Will not pass SMOG test in California without holding at 2500 RPM for 30 seconds.. At 2200 RPM s or so the engine surges to 3000 - 3500 RPMs
Any temporary fixes ?
Throttle position ? Sensor ? EGR valve sticking ?
Or could it be just in the need of a tune up.. Still has original spark plug wires.. New PCV valve and filter installed ... air filter replaced..
I believe the original dist cap and rotor are installed as well.. show signs of slight wear on the rotor tip...
The engine is 100 percent stock. 206,000 miles with even the original clutch installed

OMG! Tune that badboy up. Did you get an actual emissions reading? How did it look?

ordered the basics for a tune up from 50resto.. meant to check for vacuum leaks.. I guess I will check after tuning it up.. Replaced the Smog pump recently.. seized up... I guess some soapy water will do the trick for leaks ?

Once you're sure it's running right, get some new O2s as well. Just don't put them in until you're sure that everything else is spot-on. Also, change the oil, and set the timing at 8º-10º BTDC, before taking the test again.

they only have you doing the two speed idle test? sweet. failed HC and CO usually signifies a fuel system problem. what i would do is, definately change the fuel filter, injector flush, and if you are running a K&N panel filter, clean the maf element, or change the paper filter. also make sure to change the oil before you go back.
