Default What is the best way to build a 302 stroker?

I am looking to build a stroked 302w(around 350hp). What would be the best way to go about this, for value's sake(less expensive way).

Should I buy 5.0 engine from a scrap yard, get it cleaned and machined and buy the various parts separetely(stroker kit, alum heads, etc...)?
Should I buy a short block allready assembled, and simply add the upper parts(heads, intake, carb)?
Should I buy a complete crate engine?

If the second or third option is better, are there any good local (Eastern Canadian) suppliers of short/long blocks and crate engines?
Would I be better off buying from the US and paying shipping, exchange, duty, etc?

I would choose #3, and check for builders in southern Ontario.
Most crate engines wind up being cheaper in the long run.
