if its broken just below the head, you can pull the intake and have a little left to grab with vise grips.
Another way is to pull the intake and wrap the CRAP out of everything with dry rags, then damp rags, then several layers of aminumim foil and slide a nut over the remaining part of the bolt and weld the nut to the shaft, and remove like a normal bolt.
If you have a tig welder, sometimes you can build up the broken bolt and then weld a nut to that without pulling the intake, but other than that, you can count on needing a intake gasket set at the least.
