Yeah, sounds like to me that it's got to be either fuel or ignition. When you mentioned that it acts like a rev limiter the first thing I thought of was the time my fuel pump went out. I know you stated that your pump and regulator were both new and the pressure was good so I hope Tag ur it has the answer for you.
Here's what happened when I had my problem, I could rev the engine over 4,000 rpm to save my life. I checked my ignition and all checked out fine so I determined it must be a fuel delivery problem. I did some research and found out that if I did a flow test and got 16 oz in 30 seconds the pump is good but regulator is bad. If I got less than 16 oz in 30 seconds the pump is bad.
So, all I needed was a 16 oz container and being a good husband, not wanting to ruin my wife's nice glass measuring pitcher I found a 16 oz honey jar! Did the test and the flow was good so I replaced the regulator. Same problem. OK, what's wrong?!! I happened to look at the honey jar again the that's when I discovered my error. Honey is measured by weight, not volume!
What a dope I am!
So I get an empty 32 oz jar and pour water in 16 oz at a time with the measuring pitcher and mark the jar at 16 oz and 32 oz. Do my test again and sure enough, flow is low! Pump was bad. Changed it out and back on the road terrorizing the public again!
