Getting adjustable upper arms can make a big difference in your 60' time. Get these along with a pinion angle gauge and start off with about 3 degrees negative and play around with it from there. Lower arms will help as well, especially ones with good stiff bushings. Steeda and MAC both make arms that will fit your needs.
I put SouthSide liftbars on my 90' lx and it helped a lot. They have steel bushings and can be bolted but welding is better. They will cause the uppers to wear out so be prepared. When you stage the whole rear of the car raises up and pushes down on the axle. They are a bit noisy but bearable. Good Luck
1.7s should be easy to get with a stock suspension and ET streets. Ditch the sway bar. Adding some control arms, even just a good set of lowers will help.
I've run 1.577 on Pro3i's lower arms,no sway bar,skinneys, and adjustable Tokico struts. Oh yeah, 28x10.5x15 slicks. With DRs and stock stuff up front I pulled a 1.706 best and avg 1.75-1.8.
