I'm stumped too. The tach gets its signal from the coil. I'm not sure how one would, but you didn't happen to ground anything out (see any wires arc and spark) when you were putting the iac on did you? But I guess if you did then the tach wouldn't work at all. Could it be a coincidence that the little gear thing behind the gauge cluster that the tach needle sits on crapped the bed during the iac replacement? The back of the gauge cluster is a circuit board with little drive gear type things that spin the needles. I can't think of any way how the iac would make the tach spin in reverse.
All else fails I know a guy w an extra gauge cluster for a '95.
Man I dunno. But I think maybe I'd take it off and have look at it at least to see what I could see. Look at the little motor at the back
