Yeah I realize that the chip would need to be done after the mods I get, but just wanted to get as complete of list as possible to see what budget I am looking at.

A cold air intake, bigger throttle body (65mm or 70mm), underdrive pullies and/or A/C and smog pump delete. These are decent basic upgrades that might get you 10-15HP after those are all said and done. The gains from an H/C/I swap would gain A LOT more.
$3000 could be a lot of money when buying mod's or could be just enough to buy a few such as heads, cam, etc.

The first thing you need to do is a basic tune up. Stock spark plugs, some Ford Racing 9mm wires, new distributor cap and rotor and depending on how old your current one is, an MSD blaster coil. No real power gains with either of these but they should wake that engine right up.

Do some looking around, some research, peak around at a few of the threads in the 5.0 & '94-'95 section and see what all you can get together. Then make a list of what all you think you want, and we can go from there!
