I have a 1995 GT and I replaced the motor. its now a 306
with a mild hydrolic roller cam, 1.6 roller rockers, gt40 aluminum heads, and a bbk intake manifold with 42 pound injectors high flow fuel regulator and rails. I took out the egr and blocked off every thing. but when I went to start it. it just reved to like 5000 rpm
and the throttle cables are not even engaged. what could i have screwed up or forgot???
it sounds to me like it has something to do with the computer. especially since the 94-95 pcm's are extremly picky. you will need a tune is my guess. not sure if there is anything else

It doesn't really sound like a tuning issue to me. Check your throttle plate and make sure its closed all the way. Then check around for any vacuum leaks or a stuck Idle Air Control Valve (located on the throttle body). To rev that high, I would think it has to be getting air from somewhere.
Why are you using 42lb injectors? are you going to use power adders later on? if not 30lb injectors with a mass airflow sensors calibraited for the 30lb injectors should be more than enough. also you are going to need a custom tune for the cars computer.
