Default cold idle problem

Whenever i start the car after being cold it jumps between 1000 and 1500 rpm for about 20-30 seconds trying to find an idle. Once it finds it she will idle fine at about 1000rpm. Would the IAC or TPS sensor cause this? I tried cleaning the IAC but dont know if that would help it if its bad??

Default cold idle

I had the same problem .I also tried cleaning the iac but it didn't work . I then changed it and it got better. setting the tps took care of it . if you have a stock setup there isn't alot of adjustment in it. you could make the holes oblong to make the get the proper voltage reading. I changed to a cobra upper and lower later and they made it alot easier to make adjustments.
