Its not unusual to get shocked while handling the wires on the distributor while the car is running...Every mechanic on this site has done it at one point or another, it sucks!
Seems like your problem is during low RPM, high load conditions.... Check your plugs, look for carbon build up. Also check to be sure that they are gapped properly, with the mods you have you could probably stand a couple thousandths more gap than stock.
Where is your timing set at?
What kind of tuning has been done to accommodate your upgrades?
I would think that you should be running a higher than stock fuel pressure and more than likely should have 24lb injectors for your setup.
Also, your exhaust is a little big for a smaller cubic inch motor without forced induction.
