Default Are lift bars different than replacement control arms?

I have been looking at lift bars for my car and was wondering if they are any different than just replacement control arms? Does anyone have any knowledge on this? I know that lift bars say you can remove the quad shock and other control arms don't mention that. The lift bars don't look much different than any other control arm to me and I can buy a control arm kit with uppers for about the same price as just the lower lift bars. I just want the one that provides the best traction.
