I have the same ones but my "writing" is not in black it's "etched" as the "chrome" color... I have not had this problem.
I am guessing there's a problem with the protective coating... that's looks horrible.

It looks like you cleaned it with battery acid!

Let me see if I can cover everyone's comments/questions in one post:
Primarily, I use Mother's or Meguiar's cleaning products (nothing battery-acid based
).
I promise you the State of Oklahoma is way too cheap to be putting very much (if any) salt in their sand when the roads are bad. That can't be it!

My front frame is solid chrome and still looks nice and shiny even with the Buckets!! of salt that they have been throwing on the roads this winter. It must be something weird.... I smell foul play honestly
