Let me take your questions in the order you asked...
I've never heard of Power Base Subs
Yes, many subwoofers have twin blades to connect to the system, they also allow you to run other speakers like the mid range and tweeter off of the sub, in effect splitting the speaker signal from the head unit, eliminating the need to run wires just for the mids and highs. The only thing is when you do it this way, you're running that side in series, should one speaker have a problem all of them will go out, just like Christmas tree lights go out when one bulb goes out.
If you want a template, a local stereo shop might have one for you
A sealed box is more for a crystal, powerful sound. A ported box is for the brotha music with all the bass. The ports can vary in size in accordance to what music you're going to listen to. Large ports for bass and smaller for a tighter sound. Placement can be according to the interior of the car and design can be up to you.
A center divider between the two can eliminate "cross talk", meaning when the bass hits it doesn't distort the others sound, even though they're hitting at the same time.
