97 4.6 L SOHC;AODE

When I try to move the shifter in the morning the interlock remains engaged and won’t release until the motor has warmed for a few to several minutes. Then it will be fine till the next time it is dead cold, usually overnight.
Battery is at 12.5+ w/motor off and 13.71 at idle. No loose connections found,
Vehicle parked on level ground.
My first thought was voltage as it operates after running a few minutes, but it checks out. Anyone familar with this ?
