Question 1970 Mach 1 M Code steering column query?

Hi all from Surfers Paradise in Australia,

If I may I wish to call on your expertise regarding the below;

I have a 1970 Mach 1 Mustang, it is a matching numbers M code in Metallic Ivy Green.

Although she has a four speed Hurst shifter on the floor, confirmed manual on the Marti report, on the steering column there is provision for what I think is a column change?

There isn't the physical hinge for a column shifter, but a collar that rotates right and left to the extent that when rotated left the ignition fails to engage the starter motor, and or you can't phyiscally remove the key?

On inspection in the engine bay, under the power steering booster, I have found what looks to be a selector bar that when moved up and down rotates the collar accordingly on the steering column in the car.

Does this sound right for a matching numbers floor Hurst shifting manual M code Mustang?

This is my first query, I have another which I believe follows on from the above and relates to the ignition not providing 12 volts to the MSD, which means very little or no spark and an engine that simply winds over and doesn't start.

I would be grateful if anyone would know if the above column collar or subsequent wiring (if any) would impact on the ignitions ability to provide 12 volts to the MSD.

I am unsure about one with a manual. but I know the automatics all came with that collar. To be honest, I would think it is stock, cheap way for Ford to make an ignition lockout without having to make new parts.
