Assuming that everything is there, all that you need to do is get under the car and tighten up the nut on the equalizer rod some. Here's a picture of what you should see under there. There are two cables, one from each rear wheel, that are hooked onto a bracket. In the middle of the bracket is a threaded rod that is hooked onto the lever on the other end. The lever has the cable which is hooked to the parking brake handle attached to the end of it. You want to snug up that nut until it's causing the brakes to drag a little bit, then back it off a hair, so that the wheels turn freely, but when you pull the handle the brakes engage.
