Yup, they are functional ram air hoods. There are actually five vents on them. The one in the middle is the ram air, the two front side vents for fresh air into the engine bay and the back two let the hot air out. Here's a couple of pictures of the bottom of the hood of that car, along with the breather assembly. That rubbery donut on the hood drops down into that gap on the breather to form a seal. Well, in theory, that's what it's supposed to do. In practice, what it does is miss the gap and hit the breather, causing the hood to warp even worse than they normally would.
You can't cut them down because, if you do, the top side of the hood will separate from the bottom.
