Default Yet another Voltage Regulator ?

When turning the ignition key to the "accessory" position, Is the voltage regulator suppose to energized/turned on?

The regulator gets a voltage signal from the "ACC" side of the switch so it should be energized with the key in the "ON" or "ACC" position. If you have an "idiot" light it should come on at both positions. If you have an ammeter then you should see a slight discharge. (very slight)
