Lots of ideas on this one. Several questions we need to know answers to:
1. - How long has the car sat?
2. - Is it a cleveland or windsor Motor
3. - Have you attempted to turn motor over?
The info on the valves is correct. The motor will almost certainly have hydraulic lifters. They do to a tiny degree have the ability to adjust just ever ever so slightly.
If you are considering keepin the car I would.
1. - Pull the valve covers and rotate the motor with a hand held starter switch.
You can also use a pull bar and a 15/16? I think socket in the lower pulley. This is called the damper.
What you would want to do is rotate the motor and watch to see if all the rockers move. If they don't....DO NOT attempt to start.
Rather get some "Marvel Mystery Oil" and soak the rockers and valves.
It would be wise to remove the spark plugs and put about 2 tablespoons of Mystery Oil in each cylinder.
Let this work overnight and try to rotate the motor once again by hand.
What you want to do is free the motor. Don't go too sparingly on the Mystery OIl.
You will eventually change the oil and filter. Also the oil in the cylinders will work down into the oil pan.
If you can get the motor "free" then the next step is a compression test.
There are several other tests that we can help with but for now, I think I have given you enough to digest.
I realize some of the terms may be new to you...so if you don't understand...just ask. Keep asking until yo do understand things.
Perhaps the motor was burning oil before she rested and that is why they say it needs a valve job. But even then you can't be sure unless you do a few checks.
