Make sure you have access to a booth or can create an environment that can channel the air to eliminate overspray and dust in the air or you'll end up with a bumpy finish from dust or an uneven finish from overspray.

If your going for the extreme budget job heres what i would do.

Use the O reilleys grade urethane primer after sanding most of the paint off. $80 and $20 for activator.
Buy a $15 dollar spraygun from harbor freight for the primer spraying. Suprisingly these actually work good for the purpose.
Lots of 80, 150 220 and 500 grit sandpaper, painters tape and newspaper. $50 bucks?
Invest in a good flat block sander. Believe me, if its not flat you will realize why you dont want it real quick. $20
ALOT of plasic sheet. I used 18x12 foot sheets hung up in my garage to spray primer. I had a pvc cage and hung it all up in the garage. Maybe $60?
As for the Paint and gun, its all about what you want on it and what your willing to spend. If budget is in mind Horsepower TV used Summit Paint and it looks legit from what i can see. 100 bucks for a gallon too. Summit Clearocoat is also around 70 bucks.
Look on craigslist to see what kind of booths you can rent out there. Most are around 100 dollars a day. Not bad at all considering without proper ventilation, your going to never wish you never did clearcoat.

I've used this paint for my last 3 cars. http://smartshoppersinc.com/

Great price & paint for the small budget. Also, I am an old lacquer believer. But no more. Use urethane & clear coat. It's just as easy to use as lacquer.

Don't listen to me.

But a box of Krylon, old news paper and some masking tape out to do it. O'lay.

I spent about 1200 in materials. I had all the tools.
Save your self headaches and dont use lacquer. Old school and nobidy uses it anymore.
Epoxy primer and base coat/clear coat for best results.

+1
Really - I am glad somebody else said this - if you do go try to buy it locally, they will talk you out of it.

I don't know if I'm doing things the best way but what I've always found to work nicely is latex paint applied with a standard paint roller. Gives you a nice thick coat with a really impressive texture. The dimpling affect might even help the gas mileage as indicated on a recent episode of Mythbusters.

I've actually painted 2 cars using this method...both happened to be 1981 Chevy Citation's

I knew a man once who painted his old van in his garage with brushes and rollers. Looked like crap. But it did stop the rusting.

Yeah. The first Citation I painted was John Deere green and yellow. It was REAL nice. The second one I did I was a General Lee.

Check this out.

I painted my Fiat Project/race Car for about $100 with tractor paint. Hey it worked for a race car. It just takes time.

Nope rattle cans with an attachment, lots of thin layers, wet sanding, several more layers, wet sanding, a few more layers, a little more sanding, and three days of hand rubbing and buffing with cleaner wax after the paint set up for a week.

Yeah. Mine was about as difficult. I had to pour the paint into a tray and then dip the roller in and then roll the paint onto the car. I don't know if you've ever roller-painted enamel paint but it destroys rollers so I went through at least 2 in the process.

Ooh. I almost forgot. I caught a hornet in the process. You can really get a good feel for the "unique" texture we ended up with from this picture.
