Using a VIN decoder all I could find out is this. 302 CID 4 Valve V8 ( 4 barrel carb), 3.25:1 rear end gear, 1968 model year, 2 door hardtop, built in San Jose, Ca unit number 157974. I don't think it's a Shelby, the tail lights could be aftermarket pieces. I believe it was a Shelby it would have the high center mount driving lights on the grille.

The taillight and spoiler treatment are correct for the GTCS, as are the side scoops. It should have the louvered turnsignal hood with twisting lock pins, as well as the rectangular Lucas foglamps BlueStreak03 mentioned.
I think the High Country Special had the same appointments, and was only available in 3 colors, one of which was a blue. I also think the GT California Special was only available in a few colors. They were basicly coupes, with the '68 Shelby treatment, minus the extended hood and grill.
Hopefully the original door tag is still there. That will really tell the tale.
I'm certain it's not a Shelby, but nonetheless, is a great find!

Here is what a GT/CS looks like, not mine, a "68". I have a "07", of course mine is the latter, black one
