Try the switch on the brake pedal.

If I recall on my old 64.5 I tested it by pulling a wire that came off by the master cylinder. There should be a small prong, I grounded a good bulb, had someone step on my brake and had a wire from that prong to the bulb and it lit. If that happens, it is either in your wires to the rear, or the sockets. Check the sockets before doing all of this if pushing the bulb and twisting it gets it to flicker than you have an issue with your sockets, often they are rusted inside and not making good contact.

The brake light switch location was changed from the hydraulicly operated switch that was located on the master cylinder on the 64.5 and 65 Mustangs. In 1966 Ford went to the mechanical switch located on the brake pedal. These switches have a reputation of going bad. Try replacing the switch, they don't cost much. I have also experienced a broken wire at the switch terminal from the wire flexing caused by the back and forth movement of the pedal . Also at times the ground on the bulb socket will be affected by corrosion but its usually on one bulb not both. If your turn signals operate properly (they use the same bulb filiament) then the problem is most likely the switch or the mentioned broken wire in the brake light circuit. ------ Chuck
