There's no rust? There's rust starting under the paint on that quarter panel on the pass side where the bondo/paint is letting go. As 5.0 in a 66 said that paint may be starting to come off. While the paint itself looks good it appears that the prep work lacked in areas of the car and the bond between the metal and paint/bondo in areas is failing. The fact there's bondo there isn't always a bad thing..........if done right. Even a top restored car has a skim coat of bondo here and there to straighten out a body line, or in this case it appears in the photo to help the quarter extension line up better.
It does look like she had spent some money on that car as the interior, chrome and paint look new. I don't doubt that she had the car restored a short time ago. I also don't think she realizes what's going on with the paint. The sad part is just because you pay a body shop good money doesn't mean you're going to get a good paint job or prep work or even body work. Each shop is different and so is everyperson who worked on that car. They both could do good and bad work. I think she definitely spent the money on the car but didn't know what she was getting.
The rims, well, I wouldn't really base a decision on them. They are easy to change and could be sold if not wanted.
The sad part is 10k would be pushing it. If that paint wasn't coming off then I'd say it was fair, even with the engine compartment needing some detailing, in my area here in the Northeast. I've seen quite a few A, C, and D code V8 coupes completely done getting 13-14 here. Fastbacks and converts more. I'm just afraid that to go and fix the paint on that car may open up a can of worms. That may just be a localized area that's failing but who knows if there will be more. At this point it will be better to strip the car down again and start with a know base then repaint it.
