Has "emissions" evaporative gas tank. Only CA cars?

Has pieces of triangular and other shapes of an asphalt material on inside off outer panels. i.e. the quarters, truck lid, taillight panel. It looks like to was to keep the panel from vibrating and producing noise..? CA thing? Previous owner installed? Looks factory.

The pop open gas cap looks to be original, but does not have a place for the spring and cap to seal off gas spout. Just a piece of the material listed above.

Anything body know details of these cars?

CA emissions were only for cars sold in CA or other strict-emissions states. The asphalt is probably sound deadner added by a PO, the stock stuff is die cut and looks unique. Gas cap seems normal?

I agree with the poster above, and the mustang sound deadner wasn't put on by ford for CA only Mustangs.
