Default Package Tray Info Needed

I have a 1967 mustang coupe and purchased a new package tray and the mounting screw hardware. I have two questions and need some help:
Question 1) The quarter trim panels (QTP) have a lip that extends over the package tray area. There is a factory machined "slotted" mounting hole cut in the QTP lip. I tried to install the tray two different ways:
Situation A - Placed the package tray on top of the QTP lip. The tray is bowed upward on the ends and doesn't appear to be seated correctly.
Situation B - Placed the tray underneath the QTP lip. The tray appears to be seated correctly, but the slotted hole in the QTP lip is visible and there is no way the mounting screw will cover the entire slotted hole. There also is a 1/4 inch gap (vertically) between the QTP lip and the tray.
Though Situation B seems to be the correct fit, I can't imagine that Ford would have designed the slotted hole to be visible OR why there is a gap. It almost seems like there should be a trim piece that runs across the width of the car along the back edge of the rear seat to cover the lip OR other additional parts are needed (I haven't found anything offered from any distributor). I can't find any manuals that refer to installng a tray.
Does anyone know how the package tray and QTP should fit together? Are there any other parts needed to complete the install? I know some QTP don't have mounting holes in the lip. Is the QTP I have actually for a fastback or convertable?
Question 2) As stated I purchased mounting screws designed and sold specifcally for securing the package tray in a 1967 coupe. I looked at the metal shelf in the package tray area but could not find any holes in the metal shelf where mounting screws were used to originally secure the package tray.
What am I missing?

The package tray goes under the QPT.

What you're missing is the cardboard spacers that go between the metal shelf and the package tray that raises it up some. They are just the same as a regular cardboard box with pieces just sitting between the two parts, basically something like 5" x 5" squares. My 68 coupe still has them but I don't think I could get a good pic of them without taking the tray out.

The screws screw into the front of the metal shelf about a 1/2" down from the top. You have the screws but there are 2 metal brackets the clip onto the front edge of the tray and extend down for the screws to go through.

If you need pics then later today I may try taking the backseat out of my car and seeing if I can get you a decent pic of the brackets and how it's screwed in place.

Thanks for the info on the cardboard spacers!

1) As for the mounting screws purchased - they are trim screws and I assume they are to be visible once the tray is installed. To clarify see -

I have the brackets that clip onto the front of the tray. Looks like the brackets were originally secured with a clip and I replaced the clips with #8 screws and quick nuts. Since there was no threaded hole in the metal shelf, I can't figure out where the mounting screws purchased are placed?

2) Since the QTP sets on top of the package tray, how do you cover the slotted hole in the lip of the QTP? There isn't a screw that would cover the oval hole. It also seems like the lip should be covered. That is why I first put the package tray on top of the QTP. If you need a pic of the QTP, let me know!

I don't know what you mean by a slotted hole.

I took pics of my 68 coupe so maybe these will help you,

The package tray is the original heavy cardboard, not the repro masonite one and as far as I know all the attaching hardware for the package tray and quarter panel are original.

Thank you for all the visuals! I have the brackets just like yours which grasp the package tray.
From your pics I can see why you are confused about slotted hole reference. Your QTP is different from mine.
My QTPs don't have a mounting tab ("L" bracket) that goes behind the rear seat like the one shown in your pic. The "lip" I refer to is the section, of the QTP, that sits on top of the package tray (See the attached file). This is the portion of the QTP you would be able to see if you laying on top of the car and was looking in through the rear window.The lip that covers the package tray has a slotted hole right at the very end of the QTP and the hole would be visible even with the rear seat installed. I also still need to figure out what the trim screw hardware is for?

I've never seen that slotted hole before. I've never owned a 67 coupe, just two 68s. My only guess at this point is Ford did a running change sometime during the 67-68 production run.

The QPT is different between the coupe, convert and fastback so I don't see it getting mixed up there. I don't know how the Cougar QPT is though.

Hopefully someone else can chime in and maybe shed some light on this.
