Default Rust on oil pan remedy?

I have a couple inches of surface rust where my rubber gasket is supposed to go on my oil pan. How would you remedy that? Do I just remove it and make sure that anywhere the gasket doesn't cover is protected?

Just sand it down anywhere a gasket don't touch you can paint but make sure its high heat paint.

So what about the area that is rusting that is where the gasket will touch?

Can I not prime the rusted areas on the pan before painting?

The part the gasket touches you want to sand smooth so the gasket will seal.Anywhere else paint it just make sure its high temp paint.

So I can't use Zero Rust on the body before painting?
