Generally speaking, full length headers, like the tri-y design, perform better than shorty's. Depending on what your performance needs/desires are, the shorty's may do just fine. JBA makes good quality products. The advantage of the shorty's is yo don't need to redo your exhaust and don't have clearance problems that sometimes arise from full length.

well im looking for some low cost performance and tri-y's are cheaper. does that mean that the tri-y's will need modifications to fit fine in a 289?

no the tri y usually is a direct bolt in for the engine compartment but the original exhaust will need to be cut and redone to accomodate the headers.you should have a y pipe off of your manifolds and now you will need either true duals or you could go h pipe , x pipe , or a y pipe after the headers i wouldnt and then your mufflers tail pipes etc. the tri y headers give a little more low end torque than the shortys as well

With tri-ys don't use an X-pipe crossover. It will negate the scavenging effect of the tri-ys. Use an H-pipe type crossover. Even though kits are being sold with the tri-y and X-pipe, this doesn't mean that it's going to work or be the correct set up. People will sell anything that an uninformed person will buy as long as there is a demand for it.

Tri-ys are a good choice over shortys. You will get more torque out of your engine and they are very easy to install.
