I would still check the sending unit first just to check its condition. Then unhook the line at the pump end and blow it out from the tank end just to see if it is clear. Chances are if the sending unit is screwed, you will probably end up having to replace it, and the line, and clean and treat the tank as mentioned by 67 ragtopstang.

If the pick up filter is clogging as I said, it will stop flow only when there is a continuous suction applied to the pick up. It won't gather enough accumulation around the filter by gravity flow alone. Only by continuous suction created by the pump's action.

We had the same problem on our '73 Cougar. The tank was rusty and clogged up the sock. I also found that the breather hose on the top of the tank was plugged. I'm not sure if that year of tank has a vented cap or a breather line that runs to a canister in the engine bay.
