Post C-4 Transmission will not shift out of second

I have a 66 with a transmission that had been rebuilt. It used to run perfect, but the car was parked since summer of 07. Now it will lag when shifting into 2nd, and it doesn't feel like it's shifting into 3rd. Any ideas what can be the problem? Thanks for reading this.

Make sure You are getting good vacuum @ the modulator, and You could adjust the bands. Since this sat for a long time, let the car sit, say over night, then pull the line off at the modulator and see if any trans fluid drips out. If so, the diaphragm in the modulator has a hole in it and needs to be replaced.

you say it dosen't feel like it is shifting into second but is it? drive car and when it should be in drive(3rd) pull back shifter into manual second does motor rpm increase more drag on engine if not it is not in 3rd.you say it was rebuilt did it work before it sat and after rebuild? if not something is wrong. could have valve hung up.
