Default Blinkers dim with parking lights on

My front blinkers are to dim to see when the front parking lights are on. The parking lights are so bright they act like fog lights??? I can just barley see the second filament light up when the blinkers are selected on but the parking lights wash them out. Both sets of wires appear to have battery voltage and they share a common ground at the bulb itself. Blinkers appear to work fine other time. The rear lights work as they should. It does have a noname replacement blinker ballast (whatever its called) Any ideas? Thanks

Either the bulbs are fitted the wrong way round or the wiring is wrong.
The brighter filiments should be on the flasher circuit.
