Default 1968 302 timing problems

So the 302 in my 68 mustang is rbeuilt, has maybe 500 miles on it. During that time I noticed that the timing was a bit off and that the carb was running a bit rich in fuel. So i tuned the carb and tried to work on the timing. I noticed that every once in a while when i would go ahead and turn the car off, the engine would still sputter and not turn of completely. So i bought a timing light gun to try to set the timing, but ran into a problem that is killing me. I marked the harmonic balancer at 6 degrees and connected the gun, and disconnected the hose from the distributor and capped it. When I tried to get the marked line to the timing mark on the crank case the car would stumble and almost die out, and thats my big problem, the car will run fine, no hesitation, and picks up fast, but just wont shut off nicely, and cant align the recommended timing to the timing mark.

Is the Harmonic balancer new or original ?
If original check it's condition, the outer part can spin on the worn rubber

oohhh that makes sense, yeah the balancer is original, im gonna check that tomorrow and just order a new one, because when I installed it, it seemed to have had better days, thanks

If your idle is set to high, this will also cause your engine to to yrun.
