Default 70 Mach 1 - Rim Blow horn trouble

Hello All
First Happy 4th of July. Have fun be safe.

Now for my question. Simply put, the horn only sounds when I squeeze the tim at about 7:00. All other areas no repsonse.

Car has sat for 22 years. The rimblow wheel seems in good shape.
I don't know much of anything how this is supposed to work.

Can I remove something to see a switch or something that may need cleaning?

I am just starting to get car ready for inspection and would like to get this to work a little better. I don't know how the rubber rim works. Is there wire inside or something?

The switch is probably still soft in the 7 position and getting hard everywhere else... At any rate, they are not serviceable as they are sealed units. Sounds like it's time for a new one, around 80 scoots.
