Default 65 Coupe 289 - jumping ammeter needle

I hate electricity. Okay...65 289 A code coupe, engine is bored 40 over and has a mild cam...pony interior, 5 gauge instrument cluster w/ rally pack. PROBLEM: The Ammeter needle flutters like a richter scale needle. The battery stays charged, starts just fine, no drains on the system that I can notice. So far, I have replaced the voltage regulator module on the left fender well, added a reliable ground lead from the engine to frame, battery is a relatively new Interstate. still have the issue. Does this sound like a short? Or am I looking at having to buy a new Ammeter guage or a new alternator. Is there a separate regulator inside the alternator that may be bad?
Oh...the flutter is slower at idle and speeds up as the rpms speed up.

It is probably just the gauge, get a digital multimeter and hook it up to the battery while the car is running and see if the voltage stays constant.
