Default 67 390 GT Idle & timing

I'm setting up the timing and idle and I don't seem to be able to get the idle down to the specs.

It's idling at 1000 to 1100 rpm and the specs say 550 rpm curb idle for automatics. The idle screw is out as far is it can go.

Does anyone have any tips or advice as to where to start?

The carb is a Holley that I put on. The old one leaked like crazy.

Sorry a bit more info, idle in park is currently 750 to 800 rpm with the screw all the way out.
And I forgot to hookup the electric choke. Numbers where with the choke open though.

Well, I've done more reading and since I don't know the history of the engine it looks to me like it's going to be trial and error.

I know work was done at one time since it's been bored 40 over so it's anybody's guess as to what's in it.
