Default 2 piece fuel pump cam eccentric outter peice spins freely

I have a question, I have read mixed reviews on these 2 piece deals and need some input so I know this is right. Once I tighten the inner eccentric down the larger, outer eccentric spins freely and does NOT tighten at all. Now depending on how much pressure the fuel pump arm puts on this outer eccentric the thing seems like it would make all kinds of noise if the motor was spinning? I guess my two questions are is the outer eccentric ring supposed to move freely or be snug down? And, is the fuel pump arm going to put some constant pressure on it so its not noisy?

Thanks once I figure this crap out I can bolt the timing chain cover up and start gearing up for some aluminum heads.

yes it is supposed to spin. and yes when the fuel pump arm rides on it, it will be quiet.

Yeh, the outer ring is supposed to spin freely to reduce friction on the fuel pump arm when the engine is rotating. Make sure the fuel pump arm sits centered on the outer eccentric ring. Rotate the engine after you bolt on the eccentric so the fuel pump arm is on the low point of the eccentric. This makes bolting on the pump muuucchh easier.

I'd like to add something. I have found that there may be interference issues with the two piece eccentric and the timing cover if a double roller timing chain and sprocket is going to be used. You need to check this before buttoning down the timing cover.

The one piece eccentric is available from Ford Racing and it may still be available through Ford's service parts system from a Ford dealer.
