Default 66 smog pump bracket

I was going to replace the V belt for the smog pump on my 289 with smog emissions (CA) setup. The new belt which is the correct belt is a 31 inch but the belt I have is 29.5 inches in length. I also noticed the bracket on it now doesn't allow the smog pump to move much or have adjustment? My guess???? It appears someone used an alternator adjustment bracket. Anyone know if there is a difference between the two brackets? Also, any pictures showing where the smog bracket connects to on the water pump. Any help would be appreciated. Where do I find a smog pump bracket if I need one.

I have an ORIGINAL smog pump upper and lower bracket I'd sell; I have no use for them. Both are in good shape.

I know the lower bracket that the alternator connects to is the correct bracket, the upper arm is the one I'm concerned about. If your interested in selling the upper arm, let me know what you want for it + shipping... I'm in CA.

I need to confirm it's the actual smog bracket and not the alternator bracket. I'm kind of thinking it may be the latter now since my car did not come with the smog pump (though it was originally equipped, hence the reason I have the brackets).
